Note: Norton Internet Security detects your update checker as a potential treat. And this application does not work on Windows 7 x64.

Norton flag is just a false positive.
I don't have a 64bit machine around to test it, but you can Google a tool called FxVisor64, that might work, its just not portable and doesn't an option to for icons container index.

So Norton still exist?! I thought it was gone extinct due to horrible development.

Yes. It opens without problem. But when we select an option, it kills Explorer and restarts it but the shortcut arrow doesnt change.

Well, then its not working on 64-bit, I will check it out if I get the chance to look at a 64-bit machine.

I know, it even what triggered the idea, but "vista shortcut manager" is not portable and I'm not sure it supports icon index.
